Perform system initialization for an algorithm.

We override this to declare all the elements of handle key arrays at the end of initialization. See comments on updateVHKA.

Reimplemented in asg::AsgMetadataTool, AthCheckedComponent< AthAlgTool >, AthCheckedComponent<::AthAlgTool >, and DerivationFramework::CfAthAlgTool.
